HIGH SCHOOL/NATIONAL TEAM: In 2022, Oktar won the 200 IM at the FINA 8th World Junior Championships in Lima, the winning 1:59.89 time breaking the Turkish national record. Oktar also won the 400 IM and broke the Turkish record with 4:20.98 at the Turkish National Championships in December 2022. Earned a silver medal in the 200 IM at the 2022 Islamic Solidarity Games. A member of the Turkish National Team.

- At the 2025 Big Ten Championships, Oktar was 23rd in the 200y back (1:45.78/1:46.35), 29th in the 200y IM (1:46.47) and 35th in the 400y IM (3:57.97)
- At the 2024 Texas Hall of Fame Invite, Oktar was seventh in the 200y IM (1:43.75), ninth in the 400y IM (3:44.81) and ninth in the 200y back (1:44.15).

- At the Pac-12 Championships, Oktar finished 10th in the 200y IM (1:44.85 / 1:43.63) and 21st in the 200y backstroke (1:43.94 / 1:45.14)
- Joined USC in January of 2024
